The History of the Greek Revolution ( March 25, 1821).

Τhe 29th of May 1453, Constantinople had fallen into Turkish hands marking the end of the Byzantine Empire and the rise of the Ottoman empire. The Ottoman empire would conquer during it's time the Balkans, Caucasus and Crimea, Northern Africa, and the Middle East reaching the peak of its strength in 1683.

Υet, during the 1800's and early 1900's, many occupied countries declared independence through revolutions (Serbia,1804), (Bulgaria,1876), (Romania,1878), (Greece,1821). Most revolutions were supported by Russia since Russian governments wanted control of the Black Sea and the Balkans. In 1814, the Secret Greek Nationalist Organization "The Friendly Society" (Filiki Eteria) was formed in Odessa. The members received economic help from many wealthy Greeks from abroad to help and organize the Greek revolution. Military aid derived from Russia as well as support and sympathy from many Europeans.

The morning of the 25th of March 1821, the Orthodox Bishop Germanos III of Old Patras declared a national uprising against the Ottomans.

In the very beginning, Greeks quickly conquered Southern Greece since there wasn't any Turkish military force in the area. The big moments of the revolution was the the capture of Tripoli 1821,the battle of Dervenakia 1822, the naval battle of Geronta 1824,the battle of Mills of Argos the sally of the besieged of Mesologgi 1826. In response, the Ottomans set the island of Chios 1822 on fire, and with the help of Imbraim, their ally from Egypt, stopped the revolution in Crete and set Psaras on fire. That ended in disadvantage of the Turks making the British, the Russians and the French more sympathetic towards the Greeks. In 1824, the philhellene Lord Byron arrived in Mesologi to fight the Ottomans and donated more than 4000 pounds to the Greek fleet, but sadly he died due to heavy fever In April of 1824.

The great heroes of the Greek revolution were Th.Kolokotronis,G.Karaiskakis,Od.Androutsos, Papaflessas, An.Miaoulis, K.Kanaris....and the women Bouboulina, M.Maurogenous...etc

In October 1827, the battle of Navarino in which the joint British, French and Russian fleet destroyed the Ottoman fleet. The war continued for a few more years before the British ending it in 1830 through a cease-fire. The Greek Independence was official. The first governor of the newly independent Greece was Ioannis Capodistrias. He was assassinated in 1831. The Russians agreed with the Greeks and the British on the creation of the Greek Kingdom and the placement of the Bavarian Prince Otto as the King of the country.

155 years since the birth of Nicholas Pymonenka. --- 155 anos desde o nascimento de Nicholas Pymonenka

Françoise Benhamou, a French author of 'Cultural Heritage Economy', with the growing costs involved in preservation, needs to be more selective.

Cultural heritage is one of the great reasons why, every year, millions of tourists from all over the world visit European countries such as France, Italy and Spain, or archeological sites like Machu Pichu in Peru. It is also what defines part of the identity of a people and makes historical monuments, such as those destroyed in Palmira, Syria, and in Mosul, Iraq, targets terrorist groups like the Islamic State.

The growing number of museums, architectural monuments and other sites of cultural and historical interest, however, has imposed new challenges on contemporary societies. Faced with a limited amount of resources, what and how to preserve? To what extent is it possible to commercially exploit a cultural property without compromising its integrity? Who should support preservation efforts? How to make cultural heritage more attractive?

These are some of the issues explored by Françoise Benhamou, author of the book "Economics of Cultural Patrimony", which is being published by Edições SESC de São Paulo. She is an associate professor of social and economic sciences at the National Heritage Institute, at the National Audiovisual Institute and at the Institute of Political Studies in Paris, and a member of the management and scientific councils of the Louvre Museum. Discusses recent polemics involving the cultural heritage in São Paulo, such as graffiti erased by the city hall on Avenida 23 de Maio.

Is it important to protect cultural heritage? Because?

Heritage is a matter of identity, culture. Respect for heritage is a signal to citizens. Architectural beauty improves people's quality of life. What's more, cultural heritage contributes to a country's economic growth: it attracts tourists. When you look at destruction in Syria and elsewhere, you realize that tangible heritage has an intangible dimension. By destroying heritage, monuments and archival collections in Syria, Iraq and elsewhere, Islamists try to destroy collective memory and a sense of community.

It is common to associate cultural heritage with museums, buildings, archaeological sites and other tangible goods. But cultural heritage is often intangible. This is the case with music, for example. How to define what is cultural heritage? And who should define it?

There is a strong propensity to consider everything as patrimony. Unesco lists songs, dances, festivals, French cuisine, oral and graphic expressions of the Wajapi in Brazil (indigenous people of North South America). The steady growth of the list creates a very diffuse boundary between patrimony and other things. If we think heritage preservation is important, we probably need to be more "Malthusian" and more selective.

In Brazil, there is a heated discussion about graphite. Do you think that graphite can be considered cultural heritage? Because?

Some graffiti are testimonies of modern communication. Others can be artistic. And others have no interest. The problem is that it is difficult to identify what should be preserved. The solution is a combination of preservation and memory: conserve some graffiti and destroy others, but saving your images in the digital process.

Recently, the mayor of São Paulo had a large number of graffiti created in public spaces erased. Many citizens loved the idea. Many others hated it. The decision sparked an intense debate on the subject, but after the damage was done. How to deal with situations like this? Have you found cases of similar disputes in your studies? Can you give examples?

In France, we destroyed the Halles de Baltard (formerly a food wholesale market located in the heart of Paris) to build a famous Museum of Modern Art called Beaubourg. Theoretically, one can not eliminate works of art. In practice, this can happen. The best solution is to transfer the work place. Even when we want to conserve heritage, we must take into account the idea that streets and the urban landscape are not museums.

What is the best way to protect cultural heritage?
There are many tools. The mere typology of tools is based on a quadruple opposition: subsidies X regulations; Incentives X compulsory rules; Direct support X indirect support; Local intervention X national X global. An example: for a private good as a beautiful home, one way to protect the place is by dropping and imposing a list of norms of what can be transformed into the property. But norms can generate additional costs for the owner, highlighting tensions between cultural and economic values. Subsidies are compensation for obligations related to protection. Discounts on fees can be an indirect compensation to these costs. The Château de Chenonceau, in the Loire Valley, is partially open to the public. The owner opens only one wing to visitors. That's about 850,000 a year. Subsidies and tax incentives encourage the owner to restore and preserve the palace. On a smaller scale, the challenge is the same for a smaller sample of cultural heritage in rural areas.

Who should pay for the preservation of cultural heritage?
Visitors, when visits are not free; Taxpayers, because they all benefit from cultural heritage; Owners and public authorities. It is a mixture of public and private funding. More precisely, I think it's a combination of the public, the market, and a third sphere. The lottery is an important source of support for cultural heritage in countries such as Italy, Belgium and Hungary. The income is redistributed by cultural foundations.

How to define the price of a cultural heritage?
I would say that a cultural heritage is priceless. What is the price of the Mona Lisa? What is the price of a castle? It is impossible to assess the value of a cultural heritage, except in the case of sale. But no one is going to sell the Forbidden City. Scholars have attempted to investigate the impact of cultural heritage, particularly that of listed buildings and historic cultural sites, on the value of real estate in cities. A recent study shows that to acquire a listed building, buyers are willing to pay an additional 25% to 30%. There is a kind of effect of cultural heritage on prices.

What is more attractive to citizens and tourists in cultural heritage? How to attract people? Are there proven formulas or "ways" for this?
The taste for heritage is not "innate." Potential visitors need explanations. They need a guide on their visits. It is necessary to organize events, improve the quality of the reception to the visitors. Internet sites play an important role in providing information.

Does education affect people's interest in cultural heritage? Or is there no relationship?
There is data that shows a deep inequality in the frequency, according to the levels of income and schooling. Schools need to teach the importance of cultural heritage to the nation and to citizens. They should organize frequent visits to museums and historical monuments. If you do not "consume" culture when you are young, you will not consume culture when you become an adult. It's a truth all over the world. Education is a central issue.

Which countries better manage cultural heritage?
The United Kingdom, France, Italy and Europe generally adopted their policies earlier. The first important law in France is of 1913. It supports two types of preservation: the tipping of buildings whose preservation is of national interest from the historical and artistic points of view, and the recording, in an additional inventory, of historic public monuments or Private partnerships that do not demand an immediate tipping, but that contain historical or artistic interest that makes the preservation desirable. In the UK, citizens are involved in preservation. Many people feel responsible for caring for cultural heritage. In Asia, there are interesting experiences of joint preservation of cultural and natural heritage.

Do you know Brazilian heritage management experiences? If so, do you believe the country is on the right track?
I think there's a kind of disorder. In some places, a deep commitment to equity. And no compromise in others. But it is difficult to spend on equity when the level of poverty remains very high. Patrimony is not an isolated issue. It is linked to education and economic well-being. Beautiful historic centers are preserved, but the rest of the city is abandoned. This is the case of Salvador, in Bahia, a fantastic city where only the historic center is preserved.

What attracted you to the academic study of cultural heritage management?
I have been working for the French Ministry of Culture and the National Library. Cultural heritage is a part of my life. In a time of rapid social and technological change, preserving the past is the best way to prepare for the future.

É comum associar patrimônio cultural a museus, prédios, sítios arqueológicos e outros bens tangíveis.

Muitos cidadãos adoraram a ideia. Muitos outros odiaram.
