Futevôlei Intangible Heritage of Rio Janeiro, Brazil. --- Futevôlei Patrimônio Imaterial do Rio Janeiro, Brasil.

The City Council of Rio approved on Tuesday a bill that recognizes the futevôlei as immaterial and cultural patrimony of the city. The PL 2/2017, authored by councilman Marcello Siciliano (PHS), argues that beach football has relevance "in the daily lives of thousands of Cariocas" and has been "elevated to the level of Olympic sport".

The vote was swift, made by visual contrast, and there was no discussion in the Chamber plenary. The project is now under the sanction of Mayor Marcelo Crivella.

"It is evident that the practice of beach football should be praised as a cultural expression and sportsmanship of our people of Rio de Janeiro, as well as to be given all possible institutional support so that the practice can be itemized and disseminated, (...) taking Cariocas and The practitioners of this activity in the limits of the City of Rio de Janeiro to have their due recognition, "says an excerpt from the approved project.

Senator Romário (PSB-RJ), a famous soccer player in the sands of Rio since his playing days, recorded a video in which he is pleased with the recognition given to the sport:

- This is a satisfaction for all and especially for me, that I am a practitioner and I love this sport. I could not fail to congratulate all the councilmen who voted in favor - says Romario.

Rio has already received up to 4 editions of the 4-a-side Football World Championship, version of the modality disputed by teams of four players. Romário himself participated in an edition in 2012, in Copacabana Beach. That edition was won by the team Brazil II, Renato Gaucho - currently coach of the Grêmio -, which would reach the bicampeonato in 2013.

Futevôlei Patrimônio Imaterial do Rio Janeiro, Brasil.

--- Samba Rock became Intangible Cultural Heritage in the city of São Paulo, Brazil.

Processo no Conselho

Samba Rock became Intangible Cultural Heritage in the city of São Paulo, Brazil.

The samba rock culture celebrates the recognition of the manifestation as Intangible Cultural Patrimony of the city of São Paulo assured this Friday (11) in a unanimous decision of the Municipal Council of Preservation of the Historical, Cultural and Environmental Patrimony of São Paulo (Conpresp). Samba rock expresses in music and dance the São Paulo resistance of the national black culture that survives prejudice and exclusion.

Musicians, DJs, dance teachers, dancers, producers, researchers and collectives were present behind the process of recognition, with support from the Municipal Secretariat for the Promotion of Racial Equality of São Paulo (SMPIR-SP).

In the early afternoon of Friday, the group that was in the audience of the Conpresp visited the writing of the Red Portal. The entourage brought together samba rock in person, or rather, in people: Osvaldo Pereira "Invisible Orchestra", considered the first Brazilian DJ; Nereu, musician of the Trio Mocotó and the guitarist of the Balance Club, militant of the swing, Marco Mattoli.

Mattoli as a master of ceremony and with deep respect presented Osvaldo and Nereu to the reportage. They, enthused by the title of Conpresp, remembered the roots of samba rock. Pandeirista Nereu told of the first concerts with Jorge Ben (now Jorge Ben Jor) and the formation of the trio Mocotó - and a certain pre-samba rock sound - at the Jogral bar in São Paulo in the late 60's.

Ten years earlier, Osvaldo built his own sound equipment and started animating family parties in the outskirts of São Paulo. Families of blacks who could not afford to go to dances with orchestras, famous in the late 1950s, danced to the sound of Osvaldo's music.

Against exclusion

"Samba rock emerges spontaneously as a cultural manifestation of the black population in the outskirts of the city of São Paulo in the early 60's. As in many Afro-descendant cultures of the world, samba rock is born of exclusion, this possibility of social insertion" , Said Mattoli during the presentation of the justification for Conpresp.
And it was in the dances that the peculiar dance of samba rock appeared, inspired by choreographies of Afro-American dances like samba, salsa and American swing. Years later the meeting between Jorge Ben and the Trio Mocotó brings forth a specific sonority for the manifestation.

The roots of samba rock were created with a legacy of knowledge transmission among families, a musical and dance reference and a proper methodology for promoting and encouraging the consumption of this culture.

Public policy

"Although it rarely appears in the mainstream media, these dances mobilize thousands of Paulistas every weekend for 50 years," Mattoli said. For him, recognition "is the first step to strengthen this culture through public policies."
For SMPIR secretary Maurício Pestana, the victory of samba rock in São Paulo can inspire actions related to the valorization of black cultural expressions throughout Brazil. "It is a genuinely paulistana culture that is all over Brazil. And all Brazil knows that he is from São Paulo, "he recalled.

According to him, the recognition was record and symbolic. "These departments are conservative and linked to erudite culture. In this case, the collective was very organized and relied on the articulation of the racial equality secretariat. A case that works when there is political will, "exemplified Maurício.

Procedure in the Council

The collective that was consolidated in 2013 to require the recognition of samba rock was inspired by the records obtained by the samba of the Recôncavo Bahia (2004), Samba Carioca (2007) and Funk Carioca (2010).

They organized testimonies, gathered artists, photos, dance teams, family members. They have created a facebook page and a working group to draft the registration proposal.
In the opinion of Valéria Leão, SMPIR's chief of staff, the collective carried out a "solid work" on the ground. "It shows that seeking recognition is not so far away if there is good organization and articulation with an institution. In this case, SMPIR helped to guide the matter more quickly, "he said.

Samba rock strengthens

The interview at the Red was a meeting of generations of samba rock. "Glam. The very well dressed donuts. I did not enter the ball without a tie, "recalled Osvaldo of the samba rock dances of years ago. Elegance is also mentioned by Leonardo "Gringo" Pirrongelli, member of the Balance Club.
"Prima for elegance, born in the family, the uncle teaches the niece," noted the Uruguayan Leonardo. He also stressed the São Paulo character of the demonstration. "When I arrived in São Paulo I met the CTN (Centro de Tradições Nordestinas), a center of culture in Minas Gerais, but I wondered what the culture of São Paulo was? Samba rock comes from São Paulo, "he said.

For the dancer and editor of sambarock.org, José Xavier, "music is Brazilian heritage but dance is from São Paulo". And the samba rock dance is a case in itself. Dancers or not, paulistanos, cariocas, brazilians and foreigners are attracted by the steps.

Ana Paula is a dancer and teacher. He learned in the family but wanted to improve. Currently, Ana is a teacher and also coordinates a samba rock initiative for women in which she introduced some movements that increase the accompaniment of women.

Historian Felipe Spadari was a student of samba rock and today he is a dancer. The descendant of Orientals, Jorge Yoshida is a dancer and researcher of samba rock. He is one of the first, alongside Mattoli and Nego Junior, of samba rock in the vein, to raise the idea of samba rock as patrimony.

During the interview, everyone named Tony Hits, an important person in promoting the visibility and the protagonism of samba rock but that can not be present at that time.

Inclusion and diversity

Composing the group that visited the editorial board were also producer Jair Netto, exhibitor Neide Sales, dance teacher Inácio Loiola (mosquito) and Julião Vieira, of the Union of Blacks for Equality (UNEGRO) and advisor to state legislator Leci Brandão ( PCdoB-SP).

"Although samba rock was born due to social exclusion, it has become an example of inclusion and democracy. I see in the balls of today, what I would like to see one day in the world. People of ethnicities, ages, genres, different religions, living together, respecting each other and knowing how to have fun, "concluded Mattoli.

The first celebration of the recognition of samba rock as intangible cultural heritage could only be in its own ritual: the dance. And it will be this Sunday (13), when the Club do Balanço performs at 7pm, at the Cruz da Esperança club at Casa Verde (Marambaia street 802), a traditional samba rock haven. The house opens from 4pm.
