The silence and the scream. International Day of Museums 2017. Juliana Monteiro [i] --- O silêncio e o grito. Dia Internacional de Museus 2017. Juliana Monteiro [i]

The purpose of this text is not to bring a case study or to present concepts related to the theme proposed by the International Council of Museums (ICOM) for the international day of museums of 2017, namely "Museums and Controversial Stories: to say the unspeakable in museums ". Rather, he intends to reflect very briefly on some of the key words associated with the subject, such as "reconciliation" and "unspeakable", and their ethical and practical implications in our day to day professional life.

With absolute certainty, we must admit that it is a fascinating subject and a direct call to the institutions of memory for a debate on the different narratives that shape our contemporaneity - which is increasingly complex.

And we may wonder, perhaps a little perplexed, why, as museum professionals, it took us so long to have an international day of museums dedicated to this subject. And what are we going to achieve concretely with this movement. The debate is on the table, and it is up to us, through different actions, to understand what will come of it and what to do from it.

In ICOM's explanation of the theme [1], it is assumed that museums become places of reconciliation, as mediators in the process of making visible memories that have not been accepted or have been in the background until then. Such a proposal can be seen in many ways and executed in many other ways.

As we dwell on the idea of reconciliation, we have before us the perspective that establishes museums as forums for a culture of peace and deep respect for human rights. Or, as spaces that can collaborate in establishing positive dialogues between distant and unequal social groups. In this sense, museums can even be such extraordinary places of empathy, where one can marvel and find "the other side of history", and see there an identification and beauty never before imagined.

However, we must also remember that in order to reach the status of reconcilers and become practitioners of cultural diversity (and not just the propagation of their discourse), museums must assume the non-neutrality of their place of interlocution. And for an opening to dialogue about stories never told or told, it is up to them - museums - to understand their own share of the claustrophobic, often offensive, shocking and distorted construction of what is called official history.

Reviewing the silences and cries of a museum can be a process of reconciling an institution with itself and with others. And that does not mean that an institution should accept problems of the past in a simplistic way. On the contrary, it means that it must be ready to face the consequences of acts committed in other times and to review them in an emancipatory and libertarian way. It must also understand how it is read or assumed in the face of the problems of the society of which it is a part.

An important step in such processes is the review of how collections are handled and disseminated. We have numerous examples that show us the current concern of institutions to build new perspectives on their own discourse. Perhaps one of the most emblematic cases is the Dutch Rijksmuseum, which in 2015 embarked on a controversy involving the change of titles and descriptions of more than 200,000 works to not contain any more racist or biased references. Many saw this as a praiseworthy and coherent attitude towards the museum's policy of acting in accordance with contemporary values, but others viewed it as censorship for the politically correct extreme.

Beyond the side that each of us would like to assume in this situation, it is worth noting how the "innocent" job of filling out files or databases, often with an almost aseptic technicality, can raise the most heated debates about Absences or historical presences within museums. In this way, working on the identification and classification of a cultural heritage is a political act. And this is because we document with our repertoire. And with it, with all our prejudices, our judgments, our ignorance about "others," who, deep down, may not be so far removed from "us."

Having this awareness of our "place of speech," it is worth to return here to the question of what silences and shouts will be revealed of this meeting, tense and profound, between institutions, their collections and professionals, and those whom we call representatives of "unspeakable" ". Which preconceptions will be deconstructed? What are the places that such memories, in many cases painful and suffered, will conquer within structures that until recently did not (re) know them? What will contribute to the construction of more inclusive cultural heritage? And, finally, as memory professionals, how to learn from such agents and help them tell their stories (if they so wish) so as not to incur unethical or paternalistic interpretations or positions?

Finally, there is the realization that there are no ready or beautiful answers. There are no easy formulas in this difficult world. It is hoped that, of all the experiences that will be lived within the theme proposed by ICOM, there remains the awareness that the "unspeakable" has existed for a long time and shouts to our ears that they should no longer remain indifferent. There is also a desire that we learn to listen to those who desire a more just and equal world, with fewer silences of official memory and more voices of the stories of all of us.

O silêncio e o grito. Dia Internacional de Museus 2017. Juliana Monteiro [i]

Founded during the nation’s first centennial in 1876 as a museum of decorative arts, the Museum soon outgrew its quarters in Fairmount Park’s Memorial Hall. Its new building, in the form of three linked Greek temples, opened in 1928. Julian Abele, the chief designer and the first African-American graduate of the University of Pennsylvania’s architecture school, was inspired by the temples he saw while traveling in Greece.

For Russian President, authorities should debate cyber security on a 'political level'. Country was the main target of attacks, but structures were not affected.

Russian President Vladimir Putin urged international authorities to discuss the problem of cyber security on a "serious political level" after cyber attacks targeting companies and public bodies in at least 74 countries on 12 May.

"This issue should be discussed immediately on a serious political level, and a system of protection against such events should be created," Piuttin said on Monday.

"There was no significant damage to us and our agencies, banks or healthcare system. But, in general, this [cyber attack] and arouses concern. "

Putin pointed out that Microsoft's leadership had stated that the attacks may have used a tool stolen from the NSA and that Russia has no part in cyber-attacks on a large scale.

"This reflects reality better on this issue, and that they always look for a culprit when there is no one to blame," added the Russian president.

About 45,000 cyber attacks were made using a ransomware, which blocks the system and its data until a cash reward is paid - up to $ 600 in bitcoins.

The virus infected computers from the UK health service, Telefonica's Spanish computer networks, and the call center of Russian operator Megafon. Russia's largest credit bank, Sberbank, has also reportedly attempted to attack its infrastructure, although the system has not been infected with the virus.

In Brazil, cyberattacks hit several companies and public agencies, among them Petrobras, the National Social Security Institute (INSS), the Courts of Justice of 11 states, and the Itamaraty.

The intrusions occurred through e-mail with infected files, and according to the Presidential Office of Institutional Security (GSI), "there is no evidence that the Federal Public Administration's file structure has been affected."

Impact on Russia

The cyber attack did not inflict significant damage on Russian agencies.

The driver's license system has ceased to operate in some Russian regions and a virus attack directed at the Russian Railways IT system was located, but the state's technicians acted quickly to destroy it.

The company pointed out that due to the measures, there were no flaws in the technical process, and all passengers and cargo were transported according to schedule.

The bank's financial and credit monitoring center in Russia has also announced that it has no record of "no incident compromising the banking institutions' data resources".

Unsuccessful partnership

During the meeting with journalists this Monday, Ptintin recalled that "last year we invited our US partners to investigate cyber security issues and even to conclude an intergovernmental agreement on this issue."

"Unfortunately, our proposal was rejected, and the previous administration said it was willing to reopen our idea, but nothing was done in practice," he added.

"We are fully aware that geniuses, in particular those created by secret services, can harm their own authors and creators if they are left out of the bottle," concluded the president.
