The bill, authored by councilor Andinho Almeida (PV), was sanctioned by Mayor Max Filho and published in the Official Gazette with the title of Law 5,820. Now, the members of the Municipal Council of Culture must gather to insert the Congo in the Book of Registration of Celebrations and Folguedos.

Após um dezembro de sinalização sobre a possibilidade de tornar o Congo um Patrimônio Cultural Imaterial do Município de Vila Velha, a Prefeitura confirmou na última terça-feira (24) a declaração. Com isso, o congo passa de fato a ser patrimônio e, claro, responsabilidade também do município em valorizar, fomentar e promover a manifestação cultural, mantendo-a firme e forte para as próximas gerações.
O projeto de lei, sob autoria do vereador Andinho Almeida (PV), foi sancionado pelo prefeito Max Filho e publicado no Diário Oficial com o título de Lei 5.820. Agora, os membros do Conselho Municipal de Cultura devem se reunir para inserir o congo no Livro de Registro de Celebrações e Folguedos.
Após puxar essa responsabilidade necessária para si, a prefeitura já começa a destacar os eventos da Barra do Jucu sinalizando formas de valorização do polo cultural. Vale lembrar que a Barra do Jucu é um dos espaços de Vila Velha que mais concentram manifestações do congo e que, há algum tempo tem se movimentado de forma independente para gerar visibilidade para artistas, produtores culturais e para as manifestações de congo.
De acordo com levantamento da prefeitura, Vila Velha possui hoje aproximadamente 68 bandas de congo. E a primeira tentativa de valorização do congo já foi anunciada. O município planeja adicionar na famosa Festa da Penha (foto ao lado), que tem realização anual no período próximo ao Domingo de Páscoa, a 1º Fincada de Mastro de Nossa Senhora da Penha. A proposta é fazer uma homenagem à padroeira do Estado, Nossa Senhora da Penha, em meio à festa que atrai devotos, turistas e se configura como umas das mais importantes da Grande Vitória.
Numa reunião realizada no último sábado (21), entre prefeitura, representantes da Festa da Penha e de bandas de congo de Vila Velha e de diversos outros municípios, foi discutida a organização da 1º Fincada de Mastro de Nossa Senhora da Penha. Contudo, datas e logística ainda serão definidas, o que já pode ser adiantado é que a ação contará com a cortada do mastro, momento de carregá-lo por certo trajeto, fincada e fixação, que até então será ao lado das palmeiras no alto do morro do Convento da Penha.
